"Ius publicum " was used also to describe obligatory legal regulations, such as " ius cogens ", which is now a term used in public international law meaning basic rules which cannot ( or should not ) be broken, or contracted out of.

At that time, the Faculty had four departments : canon law ( ius canonicum ), general international public law ( ius gentium et ius publicum universale ), law theory ( Institutiones iuris civilis iuris et Patria teheoretici ) and political-cameral sciences ( politia qui accesserit studios cameralia quoque ac aeconomica ).

The " sodalitates " are thought to originate as aristocratic brotherhoods with cultic duties, and their existence is attested as early as the late 6th or early 5th century BC . The Twelve Tables regulated their potential influence by forbidding them to come in conflict with public law " ( ius publicum ) ".
